REPORT OF THE SPECIAL MEETING OF GORHAM TOWN COUNCIL

April 23, 2002

        The meeting opened with the Pledge of Allegiance to the Flag.

Roll Call of Council:  Present:   Chairman Phinney; Councilors Justice, Hamblen, Loveitt, Willett, and Dugas
                                Absent:  Councilor Robinson

Item #6332.  Moved by Councilor Dugas, seconded by Council Justice and ORDERED that the Town Council authorize the Town Manager, on behalf of the Town of Gorham, to sign a document conveying approximately 0.2 acres of land, for right-of-way  purposes, grading, slope and drainage easements, along Libby Avenue to the Maine Department of Transportation for $4,275.00.  6 yeas.

The Chairman declared a recess for a budget workshop with the School Department and the department heads.  The meeting resumed at 9:10 p.m.

        Moved by Councilor Justice, seconded by Councilor Loveitt and VOTED to waive the rules to add an item to the agenda.  6 yeas.

Item #6333.  Moved by Councilor Justice, seconded by Councilor Hamblen and ORDERED that, pursuant to Section 504 of the Town Charter, the Town Council call a public hearing for 7:30 on May 14, 2002 at the Gorham High School Auditorium to accept comment on the proposed 2002-2003 Fiscal Year Municipal Budget.  6 yeas.

Prior to the above vote a motion by Councilor Justice, seconded by Councilor Hamblen to set the public hearing for May 14, 2002 at 7:00 p.m. was amended on a motion by Councilor Justice, seconded by Councilor Hamblen to change the date to May 9th and then VOTED. 6 yeas.  It was then moved by Councilor Justice, seconded by Councilor Willett and VOTED to reconsider this vote.  6 yeas.

Moved by Councilor Justice, seconded by Councilor Hamblen and VOTED to adjourn.  6 yeas.  Time of adjournment
